Background of the Friendship Cooperation Initiative 'Norway-Hubei Week'
Telemark Province by Mrs. Mayor Gunn Marit Helgesen signed a friendship agreement with Hubei Province in 2006.
Within this short time, there have been several reciprocal visits, and Telemark and Hubei have established a good relationship.
Norway-Hubei week, Wuhan 2007
“Norway-Hubei Week 2007” was held in Wuhan, China on 25-27 June 2007. The target companies are businesses that specialize in environment and energy, telecommunications, maritime, construction and health. Non-governmental organizations, government institutions, academic institutions with an interest in bilateral cooperation with China, politicians and others with an interest in the Chinese market are also invited.
One of the goals of the event is to contribute and further enhance relations between Norwegian and Chinese partners. The event can thus act as a door opener to China. The conference involved 90 Norwegian participants and 500 key persons from China.
In addition to promoting and enhancing relationships between Norwegian and Chinese businesses, the event also included a cultural programme such as a theatre play by Ibsen, but in a Chinese context, and a music evening with Norwegian-Chinese fusion music.
The conference is a direct result of the friendship agreement signed by Telemark Province and Hubei Province in 2006.
This is the first time a Norwegian province and a Chinese Province have been jointly responsible for an event of this kind in China. Apart from Telemark and Hubei Province, the following institutions and organisation have contributed to this event: Innovation Norway, Telemark University College, Agder University, Maritime Forum Southern Norway, I.M. Skaugen, Green Partner Norway, Huazhong University of Science and Technology, Wuhan University China and Veskt i Grenland.
Both Telemark University College and Agder University signed an agreement with Wuhan University. Agder University also signed an agreement for establishing Confutsius Institute together with the Three Gorges University in China.

泰勒马克大学学院和阿格德尔大学与武汉大学共同签署协议。阿格德尔大学也同三峡大学签订合作协议。
Pre-study 'To Hubei with Telemark County'
As a solid base for the friendship agreement, Province Mayor Mrs. Gunn Marit Helgesen has conducted a pre-study that investigated which sectors and companies would be interested in utilizing the friendship agreement and with which measures best to continue the development of the collaboration.
Together with the Advisory Board, the following target areas were chosen:
- Environment and Energy
- New Materials
- Shipping and Construction
- Health including Bio-technology
- Trade
Business Marketing Survey
Telemark Province conducted a market survey to support Norwegian initiatives, which was completed in May 2006. Download the survey below.
The survey presents facts and figures about Hubei imports and exports and introduces the main sections covered in the survey. The section that covers new materials also includes several Chinese institutions outside of Hubei. The trade section covers ceramics, clothing, garden furniture, gardening tools, glass crusher, health & beauty, recycling and software products.
Another survey focused on industry in Telemark Province, as well as some industry in the provinces of Vestfold and Buskerud. There are approx. 110 companies within the target sectors in these provinces. These companies were invited to join a half day seminar held in Telemark Province which focused on business opportunities in China and which provided an insight into Chinese negotiation styles. Many of the companies were interested in the seminar topic and expressed their wish to learn more about business opportunities in Hubei. More than 70 people attended this seminar.
Norway-Hubei Week Friendship Cooperation Initiative
In order to promote Norway and Telemark in Hubei, Telemark Province Mayor Mrs. Gunn Marit Helgesen wished to arrange a Norway-Hubei Week in China. Telemark Province will host this week in cooperation with Hubei Province.
The event will provide more information and knowledge about Norway. It will also highlight the cooperation Telemark Province already has established with Hubei Provinc
